Ordering a mandatory evac means their friends and family will will be trapped on the highways with all the plebs they rule over. It's very rare, like 2-3 times a century, but Commiefornia is overdue for another storm like this. Normally California just gets hit with the remnants of Pacific tropical storms and hurriances.
