Dog has been rehomed with an American Bulldog rescue. Dog will be working with behaviorist at rescue so he can be rehomed. Dog was able to play with Husky fren one last time in the yard as we spoke to rescue staff. Sibling and family cried when he left.

I need more information but as a Pitbull owner of several decades best way to help this dog is socialise him.
Walks around other dogs on a short leash, harness & muzzle if you can handle it.
You mention the arm socket on a leash is that the equipment or you don't have a bit of stance on you?
Collars allow a dog to pull on a lead but in a harness (chest plate type) they can't actually go anywhere except standup a bit on their back legs. They do make those shock cord leads with a bit of give in them but I don't advise them for now in this learning stage. You just gotta be prepared for it don't just walk them all casual like it's a corgi or something. Failing all that get the waist leash. Or a piece of chain & rope.

If you cant adopt the dog find it a home.
If you don't have the balls to straighten out your family with their shitty treatment of the dog call the Aspca or have someone call them for you.

Fine lookin potato there. Looks like tons of fun. My dogs play together like that 8 hours a day.
Small female human versus an 80 lbs dog. Dog is very powerful and capable of pulling.
In general, harnesses are easier on dogs than collars. For example, a good harness can alleviate back pain. They're also far less likely to pull on your dog's throat, causing injury. If you have a dog that loves to pull hard while walking, you'll want to consider a harness.

It's not that they go over the strongest muscles it's they go over the body and there's no 'give' in it you have firm control over your dog. That's why when he pulls all he can do is rear up on he's back legs.
In a collar the dog knows it can pull, even the martingale collar. They constrict the neck as they tighten.

Maybe get a zero shock leash as well. Or the waist leash or jogging leash. Something that will provide a solid base if you don't have the size stance mass muscle ect. It's a meme yeah but they really are bucks that need breaking.

As for the behaviour in general get a clicker and some treats or different food. Click it & give him food. The idea is to train him so when he hears the click he'll stop what he's doing wrong and start looking for a treat instead.
 
Quick update on dog. Today he is getting some shots.

Unfortunately when sibling was taking their child to school, dog charged at a little girl who was running after her school bus. Dog charged right from door, went under house fence, and went after her. Animal control claims girl was bleeding from a nick wound. Mother of girl claims girl is traumatized and that girl is to be taken to the hospital for tenatus shot. Sibling giving ticket for fence not being strong enough to hold in an animal (sibling is not landlord, is given responsibility to fix fence??). Dog is in quarantine until end of the month, can only leave for vet appointment. Sibling expects to be sued as dog is in their name.

Sibling also got a ticket for allegedly beating the dog a month ago, which meant someone saw sibling spouse using electric collar and told police.

The dog will likely be put down after the 30 days observation for rabies. This is the direct fault of your sibling.

Your sibling is 100% responsible for the fence. If it is not sufficient to hold that dog, then all your sibling had to do was not have a dog OR make arrangements with the landlord to pay for the fence to be upgraded.

There is zero 'right' to own an animal if you are unable to provide adequate care and training. I hope your sibling does get sued and, if the landlord were smart, they may not be able to renew their lease. I hope both of them get never healing boils all over their body for using a shock collar on an already struggling animal. Sorry, not sorry, but they can both rot.

The losers in this situation are the dog, the little girl, and the landlord who is sharing liability for that dog escaping the fence line.

Nothing is happening. Most states have "one bite law", which means dog is allowed to bite any person or other animal on property without lawsuit once because owner did not know dog would act aggressive. Dog was on property. Dog will be able to be out after the end of the month.
