Freddy has his rules set pretty well, he gets you when you dream, you can pull him in to the real world if you wake up while you have a hold on him, when in the real world he can be defeated. It works because it's simple.A power that Freddy was able to make infinitely more interesting. And it's funny how the two projects were released around the same time with IT and Nightmare on Elm Street.
Make Pennywise a monster that takes the form of your worst fear, and he can look like a clown to lure kids in because kids have the biggest fears, he only shows up once ever 27 years and at the end of his hunt a big tragedy hits to keep the fear alive. That could work really well with out all the other stuff. I always felt that King was best when he did short stories, If IT had just been a short story about kids getting hunted by a clown monster it would have worked better.King's overwriting is what hurts the character. It should just be an evil clown or a manifestation of that. And that's it. No space aliens. Giant turtle. Child orgies. Native Americans. None of that shit. We just need to know that it's a thing that likes to scare and eat children every 30 years. Done. That's all you need.
