Wandless magic is supposedly pretty hard, but non-verbal spells are taught and expected by the 5th or 6th at Hogwarts.. The reason why everyone shouts what they cast is because the movies, because without it, the audience wouldn't know what spell is being casted.I think it might also be like an arming code. Like there's wandless magic, and I gather you can cast without verbalising (if you've practiced a spell enough?), so it sounds like the rules aren't really rules and formalised spells are sort of a convention/convenience/teaching aid. So whoever came up with Abra Kadabra thought it'd be a good idea to formulate it so that you couldn't sleepwalk around zapping people like a radioactive zombie by accident.
When it comes to the dark arts, you have to have the emotion to truly want it. Harry tried casting an unforgivable at someone once, only to have them reply saying that he needed to truly want to inflict pain. Although the emotion to cast magic isn't something necessarily a dark arts thing, but rather magic in general. Younger witches and wizards can use magic unknowingly such as several cases with Harry (The Zoo incident, Aunt Marge, etc.), and Tom Riddle. Suppression of magic can also lead to bad things (see the first Fantastic Beasts movie). Though the whole thing with magic and emotion feels like a rip off of the whole Jedi thing.
