Why would you retcon so much like this? And when it breaks your story this way?
I don’t believe it.
It's hard to say if this was a retcon or if this piece of lore was always meant to be but was just poorly executed. I could believe either to be the case. It doesn't help that the whole exterminations was just kind of background element for most of the to move the plot along instead of thins terrible occurrence that affects everyone.
None of the main cast has lost a family member of friend from the extermination. They don't talk about how they barely survived the last extermination or show concern on the upcoming one. Most of their problems that they deal with come from Hell itself. The only character who has been directly affected by the exterminations seems to be Carmilla as it's heavily implied that she lost her husband to it, and she doesn't want the same thing to happen to her daughter. But then you have to wonder why is she manufacturing and selling angelic weapons to the citizens of Hell. You think she would be destroying any angelic weapon she finds.
Charlie doesn't want her people to get slaughtered, so that's why she made the hotel to redeem Sinners in the first place. But now that the exterminations have been called off, it seems almost pointless. It wasn't like she was trying to get Sinners into Heaven before the exterminations. She has achieved her goal. The main incentive for why someone would join the hotel in the first place is now gone. Most sinners appear to enjoy their sinful lifestyle, and from what we see what Heaven is life, would hate it up there.
Vox was the only person to use the exterminations and their aftermath to his advantage and to achieve his own goals. In the pilot, which may not even be canon anymore, we see Rosie cross out her business partner's name and she seems to be please with it. Is it possible that there would be people in Hell who see advantages to the exterminations that are happening and would want them to be continued? It's a way to permanently get rid of enemies and rivals. What about the people who can't handle the eternal torment of Hell anymore and want to completely stop existing?
TLDR: The show doesn't explore all the intricacies that came from the exterminations and probably never will, and that's disappointing.

If souls that are "too evil" get poofed out of existence why even have a hell to begin with? It's supposed to be eternal punishment for people who never sought absolution and got themselves tossed in the pot, if people can be "too evil" and can just be wiped from existence why not just do that to every sinner?
Up until like a month ago the idea of redeeming sinners wasn't even a thought, so why not just alt+del all the shitheads in hell and avoid the overpopulation problem entirely?

Maybe angels were patrolling Hell before the extermination/trying to keep Lilith's "pro-Sinners" movement from getting out of hand? Vivziepop seems like enough of a libtard to make the Exorcist angels into some kinda heavy handed "anti-Trump deploying National Guard into shithole crime ridden cities" metaphor.
Weren't the Exorcist angels/exterminations a secret? Maybe it was also a secret from the Heaven higher up (idk, Jesus?)/whoever would have had the authority & power to snap their fingers & kill all sinners? ¯\_(ツ)_/¯
Honestly, it feels like a lot of the show's Heaven/Hell tension could easily be solved with a simple Heaven-to-Hell hotline; like what the US & Soviets had during the Cold War. Alas, that is too smart of a plot device for Vivziepop Heaven, which seems to be run entirely by retards.

The thing is since the show never alludes to this being the case, we can't say this for sure to be true. Hazbin Hotel especially has this problem where to explain a plot hole or confusion away, you have to come up with your own headcanon.

I'm gonna go out on a limb and say that she probably wouldn't have a problem with putting nazis into hell, she didn't used to have a problem making edgy jokes about nazism, she's just beholden to the woke and LGBTQ cult to not do anything to upset them.
And she's probably sunk into the mindset of "rehabilitate hell as being full of poor, oppwesed gayz that are being bullied by heaven." But she's not gonna go so far as to put nazis in heaven either.

Well there was a character introduced with the intent of challenging Charlie's view of redemption, but...
I feel like this is the biggest problem for the show for me. Viv wants to have her cake and eat it too when it comes to her depiction of Hell. She wants to make Hell an absolutely rancid cesspool of the worst of the worst as a way to show how alien the concept of redeeming sinners is... but she doesn't want to actually show the worst of the worst like genocidal dictators, slave traffickers, or child molesters.
Bigotry is an awful thing, but what makes it so awful is how it can fuel some of the worst crimes in history, like the Trail of Tears, the Rape of Nanking, or the Holocaust.I find it amusing that if this statement is canon at all, it implies that in universe it is objectively 'less evil' to be a bigot since you skip out on eternal damnation. You can go to hell for the simple crime of passion of murdering your blatantly cheating husband and feeling guilt for doing so, making you viable to get stuck with the scum of the earth in the afterlife but ruh-roh, little Ernst conscripted to the german army during WW2, some /pol/sperg with an AR15 on his crusade to ethnically cleance his nearest Walmart or the single most vile person in the history of humanity thought badly of jews, minorities, commies and/or trannies when they croaked and poof. Charlie does get offended when people compare her to Hitler, so he at one point did exist in this universe. The question is would Charlie be willing to have someone like that stay at her hotel to redeem themselves. Actually, she probably wouldn't even know if someone like Hitler ended up in her hotel cause she never for whatever reason asks the past of her patients.
