Literally every single dog trainer who commented on it, including people with no known political opinions, pointed out it's an obvious shock collar. They even pointed out exactly what model it is. It also doesn't even address how he threatened to kill a dog, and used a spike collar to the point the dog had visible wounds from it and even one of his own guests told him it was way too tight.
"Conspiracy theory" is now just something lying sacks of shit use to mean "inconvenient fact." What's the "conspiracy theory?" Who was fucking conspiring? Nobody has said Hasan had help shocking his dog. He did that entirely on his own.
You know what people who actually don't care about something don't do? Tell you repeatedly how much they don't care.
