To be fair, the concept that the Ruskies mention of a "unrelated concerned citizen" who spews rhetoric that a government or movement actually wants but which is too spicy to be pushed directly as a type of ideological boosting mechanism is a thing that happens. I remember someone explaining that the pro Putin guys in Russia are very paranoid about convoluted, even nonsensical, plots by the West.
