Chris will be released in a few days' time. No prison, no mental home, nothing of that sort.
He will not be allowed within 500 metres of Barb. He will probably end up on the SRO.
He will not go to live at 14BLC again on the perfectly reasonable grounds that he cannot afford it.
He will probably end up in some sort of halfway house/group home rather than outright homeless.

SRO? If you meant SOR (sex offender registry), he hasn't been charged with rape so he won't have to register. His official charge is only incest.
He'll just slide free with the year in jail counting toward his sentence, I won't be surprised if he is allowed back to 14BC. However I don't think Tom and Harriet would let him near Barb.

Because it’s been a year and he can’t be held longer unless his offense is wobbled up to a felony and sent to a different court.

Yes. They have to.
The random civil servants of Virginia live normal lives with normal interests. They most likely have no idea who chris is. They'll get an email or whatever, do their job, and move on.
It isn't like the beaurocracy of Greene County is shivering in their boots dreading the 28th.
They get way worse people than chris through their system, but they still do their job.

Hasn't his tugboat been amassing in the last year? Chris must have at least 10K in his bank account and that's because the SOB hasn't spent any of it.

If so, Chris has probably never seen that much money in his life. It'd be pretty on brand for Chris to take the money he needs to get on his feet and start getting his life in order and blow it on trash like legos, transformers, and my little pony figurines. I don't know if there's any legal mechanism for case or social workers to excercise some control over that money, but for his sake there hopefully is.

Because the court's jurisdiction ends. They can't hold him any more. They either charge him with a felony or let him go because he's already served the maximum time the J&DR court can give him.

Exactly this. If - and it's a pretty big if - Chris does get out with $10k tugboat banked, do you honestly think that he'll make any real attempt to pay off necessary bills first?

If Chris is like Barb, but in worst shape, that would happen. Unfortunately Chris is still viewed as 'healthy'.

Maybe he'll buy a tesla share, get some smart clothes for job interviews and keep the rest for a sensible, ongoing food budget. All while he quietly avoids any further drama or scandal, having learnt his lesson and moving forwards in a constructive direction.

It's highly likely his tugboat was turned off thirty days into his jail stay (It shouldn't have been, but it happens) and Chris will have to go through a whole process to get it turned back on and claim all the back tugboat he should have received. Chris is incapable of doing this on his own.
He might have at least a little sense and buy another car. That would not end well.
I suspect, though, that Barb has been spending his tugboat (assuming it wasn't turned off). The mortgage and tax payments on 14BLC have to be coming from somewhere, and her upkeep likely isn't cheap either.

Why would they care? Barb has solidified herself as a repetitive man-stealer by trying to get with her brother in-laws, I doubt that Tom and Harriet are going to be there on a daily basis to check in on Barb.
Chris is going to make his fateful return to the Sonichu Temple, and then… well, let’s just say this time the dimensional merge isn’t going to be stopped by him being sent to the Jail of Fail again. CURSED!!!!!
