Yep, it's one google away. There are even somewhat official downloads, so not like you have to torrent that shit. Heck, I have Windows 10 and I had it until recently, abandoned it for a slightly more advanced option though.
I don't really see the point in him using it though. It feels like a shitty excuse for the low quality of his video visuals. Honestly, some stock video/photos and a better quality on the audio would do him wonders. I don't really get this whole "low-quality" feel that a lot of YouTubers go for. Indie/Amateur =/= shitty quality.

Long periods of producing no content, or even erratic schedules, can get punished by the algorithm - but mostly you will lose fans the more inconsistent you are. He also has a limited shtick, personality issues, and doesn't have a Metokur-type radar for targets that will burn you. His success is almost guaranteed to decline over time for many reasons.
An example of another guy who does shitly-drawn 10 min trivia videos but far more sustainably would be Sam O'Nella, because he's not reliant on short-term trends and drama. Somebody who wants to discover something autistic about the evolution of straw presented in an entertaining manner will be equally likely to click it in ten years as now. Grade is much more dateable in his persona, fixations, interactions and notoriety, giving him the quality of an ex-celebrity even if he still gets views.

At no point did he ever consider perhaps learning how to edit and draw correctly. He never thought of trying to get into some sort of professional voice acting role. He never thought to join a bunch of podcasts or twitch stream or ANYTHING. This just goes to show: Once a street shitter, always a street shitter.
