As the tournament is being played in the US which has no real history of hooliganism, I agree. The fans who could be expected to fly in for a match would also not be cut from hooligan stock. If they were playing in a country with more of a history of violence from club fans, I'd be in favor of putting ticket prices out of reach for those most likely to stir up shit, but considering this is a trial run for the WC next year, seeing what will be necessary for packed stadiums should take precedence over profiting off of fans, especially fans new to the game.
