You'd probably want to burry it a little bit in some pvc pipe for what you can run underground. If you just leave it on the ground and not have it protected enough inevitably with the level of retardation going on someone is somehow going to step on and bend/pinch the wire and potentially fuck it up. If you don't enclose the fiber optics too moisture could be an issue with it fucking things up is another concern, fiber optics is more common now but the shit for outdoors is probably more pricey. I do agree fiber optics is probably the way to go though. Only concern is if they use their old cameras they probably don't support direct fiber optic connections and I'm honestly not aware of any surveilance systems that use fiber optics connections directly! So basically they are going to have to have (ideally NEMA3R) enclosures for converters at the cameras and power for all devices involved in some capacity.
Aditionally if they hang the cabling under a supporting metal tension line like aircraft cable or whatever they can have that take the brunt of any damage if something falls on it from above. This trick is actually used by some ISPs/Cable/Telecomm companies.
Depending on just how long this shit show runs for they may not need the outdoor stuff though.
