But as-is, the only times you ever need to use GCD heals, generally, are when you have a retarded tank that doesn't know how to mit but is multi-pulling or you're in an alliance raid with idiots eating mechanics for breakfast (and even then, they keep nerfing them). Otherwise, people mostly go 0->100 and there isn't enough pressure to overtax those cooldowns. Maybe during very early prod in the tippity-top of content healers actually play like healers.
The point I'm getting at is that we
will not get different healer design unless they change the mana system, or overhaul the cost of GCD heals. Until they do that, healers will
always be built around using cooldowns, and usually oGCD, or GCDs that have built in damage or recover damage later in your rotation.
This isn't even really an issue of content being easier or harder, but it only really ever becomes noticeable right now if you're doing the hardest content in the game in near min ilvl, and even then it only shows up in some fights (i.e. P8S and P10S on release in some small sections). If they removed all non-GCD heals, any actually challenging content would quickly become impossible to heal because you just do not have the juice, let alone the mana. Even doing basic content like alliance raids and normal raids with no oGCDs, you'll realize just how bad the mana economy truly is. And while it remains this bad, there is only so much pressure the developers can actually put on GCD healing.
I know my argument is kind of reductive. "Yeah, if you remove
everything else it's bad". But it is one of the absolute root issues with how healers are designed. The reason we need so many free heal cooldowns is to offset how expensive GCD healing is. The reason we cast so many basic damage spells is because there is nothing requiring us to use our GCDs on more important spells. And the only real solutions are to either fix the root problem, or give us more to do when we aren't using our GCD heals.

also I hate this so much in normal content. Give me something to heal when people mess up. If it's not Extreme, Savage, or Ultimate, let me actually heal my precious retards.
