Seems like a bad idea because it's possible someone actually would go to his house to murder him or something. A better idea would be warn him about fake 911 calls and that he'll be arrested if he does it again. First time he does, a day in jail, second time, a week, third time, a month, fourth time, a year, etc.

He'd shape up. Or just be in jail the rest of his life.

If his neighbors saved some New Years firework smoke bombs they could drive him insane. And if the local LEO/Courts held him for a mental eval he would rage himself into an involuntary commitment. It could be years until he could once again indulge himself with some French fried potaters.

That would be a disaster. If we go by the things he calls in for, he would dispatch the police for every wild goose chase that got called in. "Attention all units! Attention all units! There is a bag of what appears to be garbage on the side of route 5. Caller says the bag may be from Wendy's or maybe Burger King. Repeat we have an active violation of the municipal littering ordnance on route 5. Proceed with caution."

I guess he had some spare gas left over at the end of the month, so he felt the need to use it up. Also that car of his has picked up an annoying rattle - though it's not really a surprise, he probably overloads the max chassis weight every time he gets in it!
 
He calls 911 during a State of Emergency to call about traffic control, but notice Bob himself does nothing to actually help. He ties up 911 which might have real emergencies going on.

Of course, we know he's not allowed to direct traffic or first respond to anything.

He had mentioned in one of his Facebook videos that the fire chief in Carrollton has forbidden him from directing traffic.
