He explained it in one of his latest videos. CAER is a fake organization. According to the law, in order to be recognized they need to set up a board of directors. The board must have at least three members. CAER consists of only Bob and Rene so they cannot legally be recognized as an organization and cannot get government grants.

Dr. McKim refutes this by using his big brain and misinterpreting the Bible. "Wherever two or three are gathered... See!? This means that a company only needs TWO people! It's in the Bible!"

All of his claims make sense if you only remember that Dr. Denise Kohler declared him "delusional" years ago.
