Setka strikes me as someone who was raised and molded in a very insulated religious conservative subculture-the liberty university alumni was telling.

This is partly vibes but he reads to me as a guy who genuinely did not know any better, because his entire life before meeting Sarah was in a very dense religious bubble.

Performative sincerity or more simply-grifting probably was something this guy was not familiar with. Sarah and Elijah both almost definitely saw him as a mark to exploit-precisely because he signaled naive trust and sincerity.
