Not to Phil. In all the oldest shots of him we have, he kept a buzzcut, and the top of his head in his face reveal video on YouTube makes it obvious that it started thinning over a decade ago. I seriously doubt he started growing it out for any purpose other than letting him live in denial of his balding, and today, that's now ten plus years of delaying the inevitable moment where he looks like Kyle Gass, and can't hide it with anything other than a hat permanently stuck to his bald, oddly-shaped head. No fucking way he's going to relent after all these years.
 
You could see circa 2009 that any time the top of his head was in full view on camera, it was unusually thin for someone in their late 20's, but prior to that, it's hard to say when the thinning truly started. For years, it was obviously not yet bad enough for the comb-back to fail, like it is these days. Phil clearly noticed the thinning some time after starting to appear on camera for YouTube, and began growing it out so he could hide it. Just like he runs from anything else negative.
 
If I'm not mistaken this is about where the solid hair ends, which is about as far back as Patrick Stewart's was in 1987.

There is simply way too much white showing in between the combed back bangs for me to think that estimate should be closer to the top of his head. I predicted he would turn into Kyle Gass eventually, I was wrong. If he shaved everything too thin for anyone with dignity to leave there, he would look like him already.
 
Is there any reason he rubs that patchy scruff he calls a goatee? He seems to do it at least three or four times a week now and it's always done with a "hmmmmm, hmmmmmmm,"

Does he think he looks smarter when postulating on what to do, or does he just really love feeling that thing?

Probably just itches. When my facial hair is in between scruff and an actual beard it's itchy as fuck. Half his shit is grown out and the other half shaved which is why it looks so fucked up. Probably itches.

This shot does a pretty good job of displaying how only the hair he needs long in order to (fail to) cover his baldness is really long, the rest is cropped pretty short. Supports my theory that his preferred style is a shaved head, and if it hadn't started thinning so much over a decade ago, he would have it that way today.

As sensitive as he is about his lack of hair, I would expect him to not even bother and just get pissy about "detractor memes". We have an entire thread on it, after all, and that's not something he can get over. Much like with Champions.
