Charging statute if anyone wants to read it can be found here. I don't know what compels a man to drive 65 in a 30mph zone or collect Class 1 Misdemeanors like it's some sort of contest. If I were to guess, he probably had his phone out too, which makes him subject to a mandatory $250 penalty.

So to get a few things right off the bat:



A Class 1 Misdemeanor is the highest tier in VA. It carries with it the exact same sentence that Ralph got for his revenge porn conviction: Up to 12 months in jail and a $2,500 fine.
