Was searching to see if there were any decentralized alternatives for DDoS protection, and came across this.
From one of their Medium articles (archive):
Sounds kinda similar to Lokinet, except instead of maintaining the integrity of their anonymous services, it's maintaining protection against DDoS attacks.
I don't know anything about their partners though (see above), so I'm not sure how trustworthy they are to deliver. I checked Hacken's Twitter, and it looks like they are still affiliated:

According to this tweet, they're currently working on a roadmap and white paper.
