It's a Kmart in late 70s/early 80s decor style, which was universally shitcanned from the late 80s to 1995 or so. I remember my hometown Kmart looking like that.
The "document" is actually an old logo (too small to see which, my guess is that it's the kids clothing department and the "French Toast" clothing logo tho, and Kmart used logos as wall decor for years), the "book" is an air vent.
edit: Could also be a Best department store. And Target looked VERY similar inside to Best and Kmart, but did not use logos as decor and rarely had old enough buildings to use wall-mounted air vents (this could have been a Kmart that opened in a former Woolco department store, many did in the 80s), and only Kmart consistently stacked excess merchandise on top of shelves like that, Best did depending on how much excess they had.
