Is this the result of a remodel? It's hard to gauge, but it looks to me like about the thickness of a sheet of drywall, as if they opened up a ceiling / floor, and used the old joist as the edge of the new wall. Am I even making sense? It makes sense in my head if it's remodeling work.

If it was built new that way, I award them no points.
