This smells like bullshit. On top of being cartoonishly villainous, the landlord would have to ruin a pair of shoes and their floor, and the sound would immediately give away what they were doing. That's assuming the thing worked, which it probably wouldn't because the nail wouldn't stick up straight unless something was holding it in position.

Probably a gay op by communists, since they have such a hateboner for landlords.
