Actually it depends on the company or IP holder, some companies have the ps4 compete with the switch, while others do not and just have it compete with xbox and PC, others will also group PC into it's own thing and segregate the consoles. You're basically getting into statistics and lying with statistics at that point, it also depends on who initiates the deal.

nisa/atlus/xseed/etc don't get paid, or at best a measly sum, since they have an inherent interest to sell on playstation for the reach to begin with. sony doesn't have to compete because these are not high profile games for the most part, and when they do it's usually timed anyway. this also conveniently ignores that switch and playstation hardly have overlap due to their hardware. nintendo won't try to outbid sony for most AAA for that simple reason alone (and when they do they go all in, see bayonetta 2).

another indicator is studio japan is losing talent. if sony would care about "throwing money at other unrelated stuff" why not at their most prominent studio for that? wanna know why? because that niche is increasingly filled by indies, and most normalfags don't give a rats ass if a game with cute animu girls is made in japan or elsewhere. the amount of metroidvanias and "inspired by <insert classic jprg here>" is staggering. there is zero point spending money on that
when those people will come to you on their own because they want access to your 100+ million install base.
sony won't abandon japanese games, there's still profit to be made, so of course they will keep doing business there. however, this doesn't mean japan enjoys the same amount of focus it got in the past. sony is chasing the global shekel now, and when it didn't make much of a difference for xbox with it's non-existent presence, it won't for playstation with a much bigger global presence either.
