FAULKNER COUNTY, Ark. (KATV) — A Faulkner County deputy has been placed on paid administrative leave following an investigation into a disturbing video circulating around social media. In it, the deputy is seen shooting a small dog.

The cell phone video was taken after Faulkner County Sheriff's deputies were called to Doug Canady's property Friday afternoon for a dog complaint. Once they arrived, a deputy threatened to shoot one of the small dogs if it became too aggressive, and he did just that no more than 20 second later. "To see that little dog get shot for no reason, it wasn't a threat," said Canady.

After the deputy is seen shooting the dog in the face, he approaches Canady with a taser in hand and an argument ensues. Canady then asks for a lawyer. In the video, you can hear him said, "I'm recording you right now. I just recorded you shooting that dog in front of me putting me in danger." The deputy replied with, "no, I didn't, the shot hit the dog, what I aimed at." Extreme fear raced through Canady's body. He questioned, "what's he going to do to me? Look what he just did to a little bitty dog, and he's chasing me to my front door with a taser. What's going to happen to me?

Reeses survived the shooting but suffered a shattered jaw and is currently under the care of a Little Rock veterinarian. The chihuahua is considered a neighborhood dog, loved by both adults and kids throughout the Shiloh Estates subdivision. One of the neighborhood kids, Myranda Dixson said, "she's a friendly dog. she's sweet. she doesn't bite people." The news of the shooting was upsetting to those kids who play with Resees nearly every day. "I was kind of shocked and sad because the police officers, they usually don't shoot dogs like that. And it was a little dog, so they could just kick it out of the way if it was barking too much," added Laelah Dixon, another neighborhood kid.

The Faulkner County Sheriff's Department released the name of the deputy. He is Keenan Wallace, who is also a K-9 handler. Even though he has been placed on paid administrative leave, Canady is calling for him to be fired. He said, "that man should not have a badge. That man scared the crap out of me, and I don't scare easy." According to the Log Cabin Democrat, Deputy Wallace was in an officer-involved shooting back in 2017. No one was hurt in the incident, and prosecutors say he was within his rights.

There is a go fund me account set up for Reeses' care. You can find that here.

FAULKNER COUNTY, Ark. — Update: Faulkner County Sheriff Tim Ryals has fired Deputy Keenan Wallace following an investigation. Sheriff Ryals says it does not appear that the deputy violated any state law or agency policy, but he will refer the investigation to the prosecuting attorney's office for further review. The sheriff posted the following message on Facebook explaining his decision:

"Good Evening,

Since taking office in 2017, I have been an advocate of integrity, professionalism and transparency. I hold my Deputies to the highest of standards to protect and serve the residents of our community. Unfortunately, a Deputy fell short to those standards.

I was notified Friday of an incident involving Deputy Keenan Wallace. Deputy Wallace fired his service weapon that injured an animal while in close proximity to a citizen. I believe there were numerous opportunities to de-escalate the incident.

Over the last 24 hours, at my request, Faulkner County Investigators have been working diligently to investigate whether Deputy Wallace violated any state law or our agency’s policies and procedures. While it appears no policies or laws were violated, I hold every employee within our agency to the highest of standards and will be forwarding the investigation to the Prosecuting Attorney’s Office for further review.

As a result of the incident that occurred on January 4, 2019, in the Shiloh Estates Subdivision, Deputy Keenan Wallace has been relieved of his duties at the Faulkner County Sheriff’ Office.

We in Law Enforcement answer calls every day that require split second life and death decisions. We strive to be right 100 percent of the time.

Our Department is sadden about this incident and apologize for any distress and disappointment this incident has caused anyone who was affected by this disheartening event. We will keep Reeses in our thoughts through the recovery process.

Sincerely,

Sheriff Tim Ryals"

The Faulkner County Sheriff's Office received a call about an aggressive dog in the Shiloh Estates subdivision in Conway on Friday night and sent a deputy to the scene.

During the incident, the deputy, Keenan Wallace, a K-9 handler, fired his weapon at the dog.

Authorities say the video of the incident is being reviewed by supervisors.

Sheriff Tim Ryals has placed the deputy on paid administrative leave pending an investigation.

The Sheriff says he wants to make it certain that no local, state or federal laws, as well as the sheriff's office policies, have been violated during the incident.

The sheriff's office is investigating the incident.

We are following the story and have been in contact with the man that shot the disturbing video and he tells us that Reese's the dog is at the vet.

I hate those bug-eyed rat dogs but goddamn I don't want them shot to death. Just keep the hell away from me with 'em. Screw that cop.

At least we can agree that dogs deserve better treatment. Glad the dog is recovering fast. They're tough bastards.

Thank god it's still alive. Fuck anyone who'd harm a dog.
I agree with this. Fuck every single one of those trigger-happy pigs that are willing to gun down your family friend.

"B-b-but what if the dog posed a threat to the officer's life?"

They wouldn't. There literally hasn't been a single time in US history in where a police officer was mauled to death by a dog. According to the Officer Down Memorial Page, since 1791 there were only 82 animal-related officer deaths in the United States. Those are as follows:

1 by a cat
68 by horses/mules
2 by cows
3 by bees/yellow jackets
1 by a brown recluse spider
6 by rabid dogs
1 by a lion

The chances of a police officer being mauled to death by a domestic dog (or any dog for that matter) is zero. Statistically speaking, a police officer is more likely to be killed by their own horse than by any dog. And as for the 6 police officers who died from rabies from dog bites, it is worth noting that the most recent example happened in 1936. Add to the fact that the United States has been declared a canine rabies free country since 2007. The only animals that carry it now are mostly bats, among other wild animals.

Don't ever go looking for videos of cops shooting dogs. Just...don't. If you hear about a court case pending where there's video evidence, trust that it is going to be terrible and just move on. One from a year, maybe two years back, dog comes out into a common hallway in a tenement, cop...the guy doesn't even rear back, doesn't yell, Get your animal under control, NOTHING! Not a FUCKING WORD he just pulls his gun out and blows the dog away as fucking casually as anything, like lah dee dah, I need a pen to write this summons...oh, a dog, blam, now where's that pen...

It'll turn your stomach.

Can't get killed by dogs if you kill them first. Checkmate atheists.

A point I've made before is that when people lose faith in the rule of law and government's ability to redress grievances, they start looking outside the system.
Yeah, which leads to horrible cycles of violence and revenge. Which is why we need to make the cops stop sucking so hard, we need people to be able to trust them instead of taking shit into their own hands.

They’re clearly a danger to the officer’s well being. He could’ve been mauled to death by the tiny dog.

I could understand kicking it if it bit him on the ankle, but shooting it is definitely excessive. He deserves to be fired.
