Law Cop Fired After Shooting "Agressive" Dog on Camera - It was a Fucking Chihuahua

FAULKNER COUNTY, Ark. (KATV) — A Faulkner County deputy has been placed on paid administrative leave following an investigation into a disturbing video circulating around social media. In it, the deputy is seen shooting a small dog.

The cell phone video was taken after Faulkner County Sheriff's deputies were called to Doug Canady's property Friday afternoon for a dog complaint. Once they arrived, a deputy threatened to shoot one of the small dogs if it became too aggressive, and he did just that no more than 20 second later. "To see that little dog get shot for no reason, it wasn't a threat," said Canady.

After the deputy is seen shooting the dog in the face, he approaches Canady with a taser in hand and an argument ensues. Canady then asks for a lawyer. In the video, you can hear him said, "I'm recording you right now. I just recorded you shooting that dog in front of me putting me in danger." The deputy replied with, "no, I didn't, the shot hit the dog, what I aimed at." Extreme fear raced through Canady's body. He questioned, "what's he going to do to me? Look what he just did to a little bitty dog, and he's chasing me to my front door with a taser. What's going to happen to me?

Reeses survived the shooting but suffered a shattered jaw and is currently under the care of a Little Rock veterinarian. The chihuahua is considered a neighborhood dog, loved by both adults and kids throughout the Shiloh Estates subdivision. One of the neighborhood kids, Myranda Dixson said, "she's a friendly dog. she's sweet. she doesn't bite people." The news of the shooting was upsetting to those kids who play with Resees nearly every day. "I was kind of shocked and sad because the police officers, they usually don't shoot dogs like that. And it was a little dog, so they could just kick it out of the way if it was barking too much," added Laelah Dixon, another neighborhood kid.

The Faulkner County Sheriff's Department released the name of the deputy. He is Keenan Wallace, who is also a K-9 handler. Even though he has been placed on paid administrative leave, Canady is calling for him to be fired. He said, "that man should not have a badge. That man scared the crap out of me, and I don't scare easy." According to the Log Cabin Democrat, Deputy Wallace was in an officer-involved shooting back in 2017. No one was hurt in the incident, and prosecutors say he was within his rights.

FAULKNER COUNTY, Ark. — Update: Faulkner County Sheriff Tim Ryals has fired Deputy Keenan Wallace following an investigation. Sheriff Ryals says it does not appear that the deputy violated any state law or agency policy, but he will refer the investigation to the prosecuting attorney's office for further review. The sheriff posted the following message on Facebook explaining his decision:

"Good Evening,

Since taking office in 2017, I have been an advocate of integrity, professionalism and transparency. I hold my Deputies to the highest of standards to protect and serve the residents of our community. Unfortunately, a Deputy fell short to those standards.

I was notified Friday of an incident involving Deputy Keenan Wallace. Deputy Wallace fired his service weapon that injured an animal while in close proximity to a citizen. I believe there were numerous opportunities to de-escalate the incident.

Over the last 24 hours, at my request, Faulkner County Investigators have been working diligently to investigate whether Deputy Wallace violated any state law or our agency’s policies and procedures. While it appears no policies or laws were violated, I hold every employee within our agency to the highest of standards and will be forwarding the investigation to the Prosecuting Attorney’s Office for further review.

As a result of the incident that occurred on January 4, 2019, in the Shiloh Estates Subdivision, Deputy Keenan Wallace has been relieved of his duties at the Faulkner County Sheriff’ Office.

We in Law Enforcement answer calls every day that require split second life and death decisions. We strive to be right 100 percent of the time.

Our Department is sadden about this incident and apologize for any distress and disappointment this incident has caused anyone who was affected by this disheartening event. We will keep Reeses in our thoughts through the recovery process.

The Faulkner County Sheriff's Office received a call about an aggressive dog in the Shiloh Estates subdivision in Conway on Friday night and sent a deputy to the scene.

During the incident, the deputy, Keenan Wallace, a K-9 handler, fired his weapon at the dog.

Authorities say the video of the incident is being reviewed by supervisors.

Sheriff Tim Ryals has placed the deputy on paid administrative leave pending an investigation.

The Sheriff says he wants to make it certain that no local, state or federal laws, as well as the sheriff's office policies, have been violated during the incident.

The sheriff's office is investigating the incident.

We are following the story and have been in contact with the man that shot the disturbing video and he tells us that Reese's the dog is at the vet.

Reese's is stable, but will need surgery for a a shattered jaw.

You don't even need to shoot a chihuahua, a simple kick is enough to scare it and a bite from them isn't even painful.

Whats that I smell, someone who was recording his own arrest and then got "chased" to his front door by the arresting officer. We are drifting dangerously close to freeman on the land territory here.

As much as I don't like chihuahuas, there is a problem with cops shooting dogs. Like dogs still locked up in their kennels.

I mean fuck this cop and all trigger happy state-thugs but it's strange to me that more is being done about this than when they shoot unarmed people with their hands in the air, or who are you know just sitting in their apartment.
 
Having had, and been around chihuahuas most of my life (some of them horribly trained) those things can get aggressive. I don't advocate shooting them obviously, but the dog was very lucky that it survived and I think a kick probably would've been more lethal in this case... somehow.

It's funny how people seem to care more about animals than other people sometimes. Just one of the many confusing aspects of human nature I suppose.

I think I can offer an explanation. By default, animals (especially animals with such a unique bond to humans, like dogs) are seen as innocent and (usually) defenseless. We see dogs similar to how we see babies and children, as innocent beings who must be treated well and protected. Other humans, on the other hand... well, it's not as clear-cut and simple.

Any
time you see a case where a cop shoots a clearly unarmed and unaggressive person, there are always apologists who make excuses and assume the worst of the victim. There was a case a few months back about an 87-year-old woman with Alzheimer's picking flowers with a knife; even though the people who called the police on her said she wasn't a threat, the cops still tased her. Apologists came out saying that the police just had to neutralize the threat, even though someone that elderly clearly isn't a threat to anyone (by the time you're pushing 90, one wrong move can send you tumbling and break your bones).

So basically, I think people get more riled up over cases of animal cruelty for the same reasons we get angry over child abuse. It's a lot harder to give cops the benefit of the doubt when they shoot a caged dog or a small one who's clearly just scared than when they shoot adults, as unfair as that is.
 
This is the kind of cop that needs to be tied behind a truck and taken on a cross country trip. I really get pissed when I hear a dog whine like that.
