You can use whichever definition of "who is a transgender" you want, but there are effectively two modern camps ("anyone who says they are" and "someone who gets a diagnosis and is in transition with the end goal of genital mutilation with a remotely plausible claim that it's not just a fetish"), insisting to stick with an old definition neither camp agrees with will only settle the debate in your own head.
