It really is just a straight-up lie. They didn't develop the engine, or "engineer" any aspect of the game. Modeling, animating, and linking scripts in Unreal is not "software engineering."
When it comes down to it, there's probably less than 1000 lines of real code (and by real code, I mean non-boilerplate unrealscript) in R60. The vast majority of R60 is just kismet wiring camera flythroughs of scenes.
Wu didn't even fucking write that code, it was all Maria Enderton, and she certainly doesn't understand how it works or she would have fixed it before release to fix the game breaking bugs.
Wu's claim to be a software engineer always infuriates me. I think people enjoy tales of frauds who carry out their scams with a degree of panache like Frank Abagnale, but Wu isn't even a talented fraudster. She's the lowest of low rent grifters who wouldn't even last a day if she turned her hand to crime.
