It seems too insane that he would forgo the chance to spend the rest of his life with a partner he genuinely cares about in order to abuse an emotional and physical trainwreck 24/7.
If this is Frank's fetish, this is what he genuinely cares about. This is just a theory, I suspect the truth is closer to them both being emotionally messed-up people who have formed a weird codependent bond. But Frank having a master plan to torment John actually explains a lot, like why he'd be willing to spend so much money on a project he must have known was crap from the get-go.
You allude to Frank "abusing" John, making him do degrading things, but what I'm saying is that he may never abuse him in an outright way. He's guided John into a situation where he can't avoid massive damage to his ego, all the while playing the part of the loving husband. I've heard of people who did similar things but on a much smaller scale, like a guy who joined tabletop RPG groups, played normally for a while, and then tried to get the characters killed at the climax of a major storyline.
Frank is not a dumb guy, after all. He's probably smarter than everyone in the CON chatlogs put together. But this is what he decided to do with his life. This is one of the more entertaining answers to the question of why.
