It's similar to Bleacher Report (created by one of BR's founders) or Daily Kos, although at Bustle an "editor" has to approve your submission. They occasionally pay freelancers like $60 or so for a story, but that's rare.
It's a joke in the industry like Bleacher Report. Made for people who want to pretend to be journalists but don't have the chops to get a real job in the profession. You'll never see any legit writers put Bustle on their resume.
I always found it funny the Bustle was pitched as some female media outlet when the only people making money off it are guys. The people at the top of the company are almost all guys as well as their investors. So basically a bunch of desperate women are being exploited for free content so some rich guys can get richer. Modern day feminism at it's finest.
