The nudity in Ghost in the Shell has always kind of been a vector to make sure people know that the characters aren't fully human physically anymore from what I understand. The Major is explored through nudity and sexual dress obviously, but there is also just nudity surrounding other no-name characters that's kind of used to show "hey this person isn't fully human anymore." Like just skimming the chapters since I do need to get back to bed, most of this isn't sexual (meaning it's trying to get you horny)

Just because I'm an autistic bitch I went and counted, out of the 9 chapters that make up the first half of the og Ghost in the Shell manga, only like 4 of them have some form of nudity in them, though Chapter 3 is heavily censored since there's a blatant sex scene in it. The author of Ghost in the Shell, Masamune Shirow, started by writing and publishing porn pinups before he got into actual manga, but even then, outside of scantily clad women in a few chapters, outright nudity at least in the early chapters of GitS is pretty tame.
The Chapters with Nudity that I saw were 9, 7, 6, and 3. With only Chapter 3 having overt sexual nudity in the uncensored chapter, the censored chapter doesn't contain any nudity at all.

Hell, the major fights Goku is involved in, Vegeta, Frieza, Cell, and Buu, are all hand-to-hand fights, there are beams and energy blasts, but not nearly as much as the fanbase likes to pretend there are.
Same with powering up. That normally happens at the start of the fight, and that's about it, unless someone is trying to unleash a huge attack like the Spirit Bomb or Final Flash.

You really need to go back and read the Ghost in the Shell manga, dude. It IS funny, it does have some funny moments and bits of levity but they're character moments, not shonen esc slapstick humor as you'd see in Dragon Ball. A lot of the comedy is poking at things that a boss would poke at, or just things that would happen IRL.

Chapter 6 is especially dark, so having a few comedy moments to remind the reader that these people, despite their robotics and augments ARE human is nice to have.
