It will never not be funny that this whole movie is just a bunch of fairly reasonable and common-sense takes but it never actually adresses even the strawman's of those arguments, instead it just goes "wolololo crazy nazi psycho killer is saying this. DON'T YOU KNOW THAT YOU ARE NOT SUPPOSED TO AGREE WITH THIS CLEARLY EVIL BAD GUY YOU STUPID CHUD?!".
Bonus point is that even with all of that he is still clearly in the right for most of the film. Like for example with the curb stomping scene they had to just turn the brutality up to 11 because any sane and reasonable person would agree that gang members stealing your car because they lost a basketball game are objectively the bad guys.

Ed Norton and the studio had a massive amount of influence in how the movie was cut which is why the tone is all over the place like you point out. The original spirit of the movie seemed to be "hey, maybe there is a reason WHY people are racist beyond just that they are bad people" but was turned into "le racism bad." The director never really did anything afterward because of all the meddling.

It's like the first half of the movie clearly follows this and then the second half suddenly has Norton's character talking to that black teacher guy, hearing a few lines like "Did it ever made you happy?". Later, making friends with a random black guy in prison like "oh yea one black person was nice to me once there for it invalidates the pattern of all the crime statistics and my other 12364145614 bad experiences with black people and clearly leads me to the conclusion that RACISM BAD!"
