I wonder how much kiwi tax funding is spent on creating an organization that sends toothless emails. Even if kiwifarms were hosted in their jurisdiction, they're basically saying "work with us or nothing will happen unless the complainant goes to the court which he could have done anyway."

If the Netsafe office is like other government offices, the employees assigned to handling case paperwork probably have the power to only respond to specific prompts within their defined responsibilities and cannot extend an investigation outside the initial complaint. At most, such a civil servant could pass along evidence of wrongdoing toward children to whatever office deals with crimes against minors, but I would be surprised if the investigator went that far.
 
Netsafe is an internet watchdog group that is private, not a government office, and primarily deal with cybercrime and security issues. They were given charter to assit people in litigation and advice relating to various new zealand laws, but do not actually have the power to enforce it themselves. From their own site.
