The real issue is that Phil doesn't desire new teeth enough to put up with going outside and interacting with people. Boogie looks weird with his new teeth, but at least he got them, and you can tell that he did so from a genuine desire to be rid of the fucked up old ones. Phil doesn't have that, with anything, because he can't even admit to himself that he has things to deal with. I guarantee you that he has done absolutely no research into prevention of further hair loss or regrowth of hair. None. He would love to not be going bald, sure, but that's what he wants: for life to never change. Not to actually address it when it does.
