Part of why the landlords are jacking up rent as high as they are is because they still had to pay taxes and mortgages on their property even though the government allowed the tenants to break the contract via moratoria. So, yes, the minor landlords did get fucked by the government lockdown and now are taking it out on their tenants.

I wouldn't characterize it as "Taking it out on their tenants". Mortgages and property taxes are fucking -expensive-, and a full year of being unable to recoup anything from those investments likely would break the bank for the majority of landlords. So it's not taking it out on them, it's literally just trying to play catchup before bankruptcy hits.
It is quite literally an unwinnable situation for both parties. If the landlord does it, the tenants have to pay out the ass, and the landlord is vilified, If the landlord does not, they enter bankruptcy, and the tenants are kicked out when the house is liquidated.

Edit: To expand: The only racial group to vote almost completely down party lines are Blacks and even they don't do it completely. Non-Cuban Hispanics vote 1-2, Asians more towards Republicans, etc. Contrary to the myth, more than just White people vote Republican.
