Add to @Cubanodun 's points that the opposition was rope-a-doped by Chavez to be at each other's throats for the past two decades (I mean really longer than that, but.). They COULD unite and possibly do something about Maduro, but that would possibly mean elevating one of the other groups to power, who would proceed to basically put their own Maduro or Chavez in charge. As the party elites are not feeling the pinch nearly as bad as the common folk, they are disinclined to do that and instead keep scheming so THEY can be the ones who come out on top. Basically better to rule in hell than serve in heaven a slightly less hellish hell.

Chavez outlawed private firearm ownership in 2013, so even if people felt inclined to go down fighting they don't have the means to do so. They could man up and storm an armory, but Venezuelans refuse that, because - as pointed out above - the opposition is also turbo fucked and any replacement would be just as bad or even worse now that Chavez has paved the way for the leader to have unlimited power for life.

Regarding the second part of your question:
In a sane country, long before we got to this point, the military would have launched a coup. However the Venezuelan military has no interest in governance as they are too busy running drugs and will support any puppet who will let them continue doing that. Again, the brass are rolling in drug money, they don't give a flying fuck if normies are starving the street, they are taking care of their own. (Actually they probably prefer it because the desperation means the price of hookers and maids is super low.)

In a not completely batshit country even with a cucked out military, the people would have stormed an armory or gotten some neighbor with a beef to settle to arm them and at least carved out an autonomous zone. But again, the next leadership is likely to be just as terrible or maybe even worse.

Of course there is the solution of not backing one of their completely corrupt sociopathic leaders and finding someone else to leader the resistance, but no one with any power would tolerate that shit happening, and the people fighting for scraps and looking out for number one

But weird things started to happen after that, Arreaza came back.... but Diosdado did not

After so many days he tweeted something on his account but it looked super fake and people was suspecting the Cof finally got him, Maduro apparently noticed that and decided to make a "video conference" with him during the COVID-19 daily reports, the problem with that call is that the voice doesn't sound AT ALL like Diosdado, is hard to miss his annoying voice thanks to his TV Program also the shitload of excuses to not show the video feed was because "there was a technical difficulty"

While he was talking he was not paying attention to the call, he was checking Twitter (lol) and noticed that no one believed that was Diosdado, his reaction (also in the video) was to call everyone a imbecile
