Well, yeah. Billy Zane is a great example. But there's "looks like shit because that's how God made him" and then there's "looks like shit because he doesn't fucking listen". Steve Buscemi is ugly as hell no matter what, but he's a bad motherfucker who doesn't just let himself go simply because of that, like Phil does.
