I mean they did it for Black 2 and White 2.

Because those were direct sequels to pokemon black and pokemon white, respectively. That's why they're 'Pokemon Black: 2' rather than 'Pokemon: 2: Gold'

They havent done much to update the game either but a few bells and whistles.

They probably wanted you to meet your dad early on, but didn't want him to be the first gym so there's more of a challenge. Could also be that they wanted him to be the one to first meet Wally, although it could have been literally any other gym leader that did it.

As for me, why does Stantler exist, and why am I the only one that remembers him?

Stantler seemed to come up in Pokeyman Mysterious Dungeon GBA version, or maybe I just noticed because I rolled a Pikachu for my main so that fucker kept getting in the way of me zapping to the extreme.
