Given Game Freak's propensity to hold stuff back until secondary games/remakes, I guarantee you not patching in the rest of the mons later on has anything to do with it being "too hard." It's all about sheering the sheep as much as possible.
It's already been brought up here multiple times but it bears repeating how it would be just like them to put all if not at least most of the back for whatever the next set of games is, and treat it as either this "new revolutionary feature" or that they've "listened to the fans" to make themselves look good.
They've already done something similar to this before with both megas and Ultra Beasts. ORAS received new mega stones that could not be traded to X/Y or even be used to battle with someone who was on one of those games in an online battle. And USUM took this a step further with new Ultra Beasts with the exact same restrictions. So it wouldn't surprise me in the least that they'd stoop so low as to hold old mons hostage as a bargaining chip.
