I don't think that's all that unusual, though. I remember some American/Canadian English dubs that left characters' singing un-dubbed. If I remember correctly, even the TV dub of Sailor Moon season 3 (post-DiC) left one or two songs sung by characters untranslated.
I believe the problem is that, quite often, there's no off-vocal version of the song available to use for a dub or, even when there is an off-vocal, it has to be licensed separately compared to just using the Japanese version of the song that's covered under the existing license. Dubbing studios can, of course, create a new song from scratch but that's usually more costly than it's worth.
