Not necessarily. Article 42(7) Treaty on the European Union has an equivalent to art. 5 NATO.
Also, article 42 starts with the clause that "The common security and defence policy shall be an integral part of the common foreign and security policy. It shall provide the Union with an operational capacity drawing on civilian and military assets."
There's more military authority in the EU then most people think...

I never believed Pezeshkian was ever going to be targeted. He was actually elected by the Iranian people and was known as a reformer who (comparatively of course) was willing to be more of a moderate.
