I suppose that is the real question. The stay triggers automatically when bond is paid, so the question is twofold:

1. Did Russ pay it before he got thrown out?
2. Did the clerk tell that to the constable before Russ got thrown out?

Otherwise, as you point out, the stay is effectively meaningless.

Given all the requirements around paying rent even when appealed, I think the process is more designed for businesses and other non-poorniggers where the argument isn't over non-payment of rent, but other failings to comply with lease requirements (e.g., that the building be lit at night, or maintenance, etc).

I suppose we'll find out if double secret eviction is filed for, or if this is all just water under the bridge because he's already out.

I wondered why Russel Greer did this. He has basically no chances if success. But it made sense to me when I realized he got the Greer v Moon dismissal overturn by appealing. In his own head appealing is a magic bullet that will get him what he wants.
