Yes, but purging the Mexicans and then adding proper rail would make the city the best it could be. Why stop after solving the issue when you can go forward and ensure the issue can’t repeat itself?

I hate to be the one to burst your bubble but the Mexicans were a huge element in Los Angeles well before the 1950s.

Los Angeles has had a giant Mexican population since back when that area was still Mexico.

The population of Los Angeles in 1845 was about 2,240 people. The population of the entire Mexican Cession was around 20,000 people. The 1930 census puts the "Mexican" population at 7.6% of the population. By 1970, it had risen to 14%. Today, it's 47%.

And by 1850 when we actually started to bother to take note of things like how many beans were in our proverbial burrito, 1,610 of those people in LA were recorded as Mexicans.
Now I'm not amazing with math or anything, but I'm pretty sure that out of 2,240 people, 1,610 of them is considered a significant number.
Acting like beaners have "invaded" places like California, Arizona, New Mexico and Texas is just silliness. They've always prominently been there because that's where they lived before we made those territories our states.
