I don't think shrapnel or armament hit by anti air shit fall and explode like that.

That place is on a fairly thin strip of land surrounded by water. The chances it got hit over that spot and fell on a civilian target are absurdly low.

It seems far more likely Iran is targeting civilian stuff deliberately.

Yes, but for the fact that they are basically flinging shit at every Arab country in the Persian Gulf region in order to try and get at the American bases. Which won't even accomplish anything since the US is not using its bases in the Persian gulf for this operation precisely because they are so close to Iran. The strikes are being conducted out of Israel, Jordan and the Carriers.

That said, the Saudi's and the Gulf States may soon be joining the party anyway due to how indiscriminate Iran is being with its retaliation.
