The "eternal tourist" mindset of these people means that if it benefits them and not locals it's still a win. They'll be happy that some road somewhere in town gets a "road diet" and then when the locals complain—that the addition of medians or the loss of street parking or however things are altered, affect their livelihood, they bitch about how selfish they are, because how dare people want control of their own neighborhoods.

Critical research failure, you can get DUI on a horse.
They count as vehicles under the law. At least one Amishman makes the papers here every year for being DUI in his buggy.
You can ALSO get a DUI for sleeping drunk in your car if you leave the keys in the ignition or in arms-reach, as you still count as "in control" under the law, depending on jurisdiction, some are more strict than others. Mine's pretty strict. Being drunk and asleep in a car can net you a DUI if the keys are anywhere inside the driver/passenger compartment, you'd only be safe if you tossed them in the trunk or out the window.
Granted, it's not likely, and you'd have to roll a nat "1" and get "that" cop.
But, again?
At least once a year? Someone sleeping it off in a bar parking lot gets a DUI because the keys were in their pocket, even though the car was shut off. Nahlins also has a skyhigh violent crime rate, and IIRC the highest per capita rate of violent crime of any city in the US, and they also IIRC lead the US cities in crimes committed against tourists.

They've tried to clean it up several times, but, it always regresses to the mean as anything that actually makes crime go down and the cops be less corrupt is inevitably dismantled by the usual suspects as "institutional racism".
