Judea and Egypt were both part of the Roman Empire. Judea was ruled by king Herod as the Romans generally allowed the individual provinces to have some autonomy with local rulers and whatnot that ultimately answered to Rome. The same with Egypt who was ruled by the Ptolemy I believe. People were free to move from one Roman province to another. Jesus, Mary, and Joseph would have been free to move anywhere in the Roman Empire as free people, even though they were not Citizens of Rome. For contemporary historian, I know Josephus had a lot of writings from Judea in the first century AD
