Egg Roll Queen is a food truck, a different place everyday, not just in Little Canada (where they are based). But even if in Little Canada that day, how utterly...something to demand an errand (and apparently the privilege of paying for the food) - that is at least a 20 minute drive each way from their home in Highland Park - happen right now. And for damn Chinese food, despite there being plenty in Highland Park and close. (Also funny they'd take an Uber to get Chinese food from a food truck if only they weren't disabled...last I knew, Uber didn't drive you for free.)
HP is also considered one of the best neighborhoods to live in in St.Paul (Google it - it's the first chunk of info that comes up), especially if you don't have or want to use a car. It's also relatively expensive, though has a high rental (vs ownership) rate. For a city, it is pretty homogenous: 94% of people are only one race, and 74ish% of people are white. It is known for being VERY walkable, safe, and good for people without cars.

Worth it" is a relative thing. It's expensive compared to nearby neighborhoods in St. Paul, some of which are not all that different (Mac-Groveland is very similar; the southern end of Highland Park is indistinguishable from the NW end of West 7th).
If you don't care about all the shopping (some of which is boutique and $$$) or you're not going to use the library and the local recreation center or parks or you like big modern houses on big lots, it's not going to leave you happy for the money you'll spend.
On the other hand if living there would let you get by without a car for much of the time or you have kids who'll go to school nearby and get jobs at the restaurants or shops or you like urban living, it's a really nice neighborhood.
