He's suing the SoS for civil rights infringement. The three theories Hardin and I came up with are:
(Hardin) He's suing over not receiving unemployment after being fired for incompetence.
(Me) He's suing for over the restraining order being denied.
(Hardin) He's suing for something related to his prostitution PAC.
The issue with the first two is that the SoS is not the right defendant.

I had a similar thought - maybe not a church specifically but he wants the SoS to overrule some brothel/prostitution related regulation because, like you said, the local governments are not playing along. And it is civil rights because hiring whores is a human right in his mind. If we are very lucky it might even be something to do with forcing individual hookers to work with or for him.

Russ does think paying hookers for sex is a civil right.
He considers himself being deformed to be keeping him from love, romance, and intimacy which he believes everyone else gets thrown at them for free, so therefore as a "disabled" man, he's entitled to obtain those things in the only way he thinks he can. His civil rights to pay for sex shall not be infringed.
He considers it a very important right. He's said multiple times that unless paying for sex is legalized, abortion, gay rights, (and breastfeeding IIRC) etc. should be banned as well.
The only thing I can think of that the SoS has actually done is release records of his corporations.
That would be utterly deranged and retarded but it's probably something even dumber and crazier, like any of those three you listed or, as usual, something so flabbergastingly stupid nobody would even think of it.

I KNEW I'd seen his face before! My money is on Russ playing a Motion to Recuse Bias Judge as his opening gambit, likely landing the same day his IFP/ECF motions are dealt with.

My guess is that it's something prostitution related. Maybe that he can't openly pimp women in Vegas, or force them to do his bidding. Why he would sue the SoS over this is probably something that only makes sense in his own mind. It's difficult to predict though, since Russ considers anything involving himself a "civil rights issue" because he's a deformed mongoloid homunculus.

Greer is suing the Nevada Secretary of State for some as-yet-unknown civil rights violation. What's his beef with the SoS?
* They released his (public) business records to someone who Kiwi-Style sent them here to be posted.
* The Las Vegas Justice of the Peace refused to grant him a protection order against Hardin.
* Something related to brothels, locations where you can't have them, how much the licenses cost, why hookers are allowed to put you on a blacklist, etc.
* He didn't get unemployment after being fired for cause.
* He tried to register a new LLC and they caught his filing shenanigans and turned him down.
