No one should pay property taxes. The government should not be taking anyone's property unless they pay them indefinitely. And by the way it's only limited to land because that's what was feasible up until now. As things get more computerized and there is more surveillance property taxes on cars or other valuable assets become feasible.
The problem is whatever you shovel under there will be loose so it won't really take any weight. When/if it snaps then sure it won't fall as far but even calling that a stopgap is overselling it. Damage control might be a better term.
