I learned from experience that when ID photos make me take my glasses off, that's the one day I gotta actually pencil over my brows, use matte powder and go strong with the eyeliner, or else my indoor complexion whites out my facial features and makes me look like an early Internet copypasta. It's not just being English, it's in general, in Western countries at least. You don't go to someone and start a fight or start making a scene, doesn't matter how inappropriate or repulsive you find them. That's considered unhinged behavior.
