I don't understand the shutdown, why would threatening the party full of people who want small government with less spending in, and less public organizations in general, to shut down the government, potentially leading to less spending in, and less public organizations in general, lead to any response other than

Government shutdowns like this are barely more than political theater. Congress has already written into law measures that keep anything of importance unaffected for the most part. They knew shutdowns would mean their ass and jobs if the public was made to suffer for their incompetence and petty bullshit, so they removed all the teeth from them and turned them into just another tool in the party toolbox to play chess with.
 
The Senate has adjourned until noon on Thursday and will resume votes on Friday. Senators won't vote Thursday in recognition of the Yom Kippur holiday, which begins at sundown on Wednesday.

"We will be in session tomorrow, starting tomorrow afternoon. So the floor will be available if people want to give speeches," Thune said, adding that he expected it to be "fairly quiet around here" because of the Jewish holiday.

Because the GOP still has a bunch of neo-cons, who are just Dems painted red, that want to continue grifting tax dollars from government programs for themselves and their families/friends.
