No, literally during a government shutdown the only things that close are federal parks and museums, and they also pause grants. Everything else is funded, social security, section 8, medicare, medicaid, food stamps all stays funded. Police, military etc. Nothing happens. We had a shutdown during Trump's first term and nobody even noticed or remembers because NOTHING FUCKING HAPPENS.
A lot of this comes down to HOW LONG the shutdown lasts.
So lets start first: This isn't a "shut down" this is a spending freeze, but no one wants to call it a spending freeze because then normie brains start cooking.
The US runs at deficit spending. There is not enough money to fund the government vs collected tax returns. So the government cannot cut new checks, and will likely stop/delay payment on anything not already in the mail to conserve funds as just in case. (Hence National parks and federal museums closing).
Additionally some monies via monthly/quarterly taxes arrive.
But anything already funded, or funded via separate bills continues on as normal until their budgets are exhausted. That is, next year.
Lots of programs have money set asside months or years ahead. Things like Social Security/Medicar-aid, the military and military procurement (these are funded via separate budgetary bills as well). The federal pay cycle is bi-monthly, so if the "shutdown" is less than two weeks, literally nothing happens other than maybe office supply orders are delayed.
Additionally, a number of contractors and suppliers will often operate "on credit" on the expectation the government will cut them a check when all is said and done.
The longer the shutdown goes on, the more concerning things get. During the big slapfight at the end of PurpaDrank's reign, things got very dicey due to how long it ran as they had to issue furloughs and the first rolled around and they weren't allowed to cut checks yet.
90% of the EPA getting furloughed, what does that even do? What does the EPA do exactly, other than suggest policy? They have 20,000 people there? Is that like, a lot?

EPA does more than set policy, they do research and inspections. I wish they'd focus more on the inspections and less on the policy pushing.

I am a bit worried on relaxing the frequency of cybersecurity training. Some people are real fucking dumb and need to be reminded over and over.
I agree with you on principal, but Federal Government Cyber Security Training is fucking worthless. Its the same fucking hour long video every year/twice a year. I'd argue it reduces readiness because it like all the other worthless training just teaches you to shut down your brain to the bare minimum and ignore everything.
What would be better would be more engaging training, less frequently, but with higher standards. And Ideally the option to test out and instead of the worthless hour of bullshit, get a 15-minute "Here are some new threats you might not know about/here's the hot shit the Norks/Chichoms/Soviets are upto today"
